Full Description:
[Carleton] to Richard FitzPatrick. New York. Transmitting the memorial of the 17th Regiment of Light Dragoons with regard to the distress of the officers in consequence of their late unexpected reduction. Begs leave to recommend it to FitzPatrick's favourable notice and attention. The letter will be presented by Brigadier-General Birch who is Lieutenant-Colonel of that regiment, having served with it during the war. He will be able more particularly to explain its services and the circumstances of the officers.
