E G Lutwyche, Jno. Potts and Rufus Chandler to Major Mackenzie. City Hall. Israel Young's list of Loyalists wishing to emigrate from [New York], is referred to the Board by order of the Commander-in-Chief to report their reasons for not recommending it, we beg leave to acquaint you for his information that last Monday morning Major Mollison informed us 'it was the wish of of the Commander-in-Chief that none but refugees so destitute as to be actually unable to provide for themselves, should be recommended for passage or provisions.' This order precluded almost all the persons contained in Mr Young's list, as they did not come under the description of refugees, or being so destitute as to justify our recommending them. We beg leave further to aquaint you that the line of conduct pursued by the Board in their recommendations has been that the persons were either refugees or Loyalists who had suffered by their attachment to His Majesty's Government, or who were likely to suffer for their active loyalty after final evacuation. The Board also requests to be be further informed whether it is the Commander-in-Chief's pleasure that this last order be extended to a revisal of the lists of persons already passed, but not embarked, or whether it is only intended to regulate our examinations subsequent to that order.'
