Full Description:
Captains Thomas Gilfillan, William Armstrong, and Nathaniel Philips to Carleton. Memorial from New York regarding expenses occurred after being appointed as Commissioners on 15 April to inspect the embarkation of 'negroes' with Lieutenant-Colonel Smith and others, on part of the United States, and apply for a warrant of payment. Payment approved and a note signed by Major Frederick Mackenzie, Deputy Adjutant-General, for the sum of £93 1s 0d (appended to reverse). of letter.
