Full Description:
[Carleton] to Richard Fitz Patrick, Secretary at War. New York. The continual dispersed situation of the 71st. Regiment has occasioned the very confused state of their accounts. Appointed a Board of Officers to enquire into what further sum it might be necessary to issue here for the subsistence of the non-commissioned officers and men prior to their embarkation. The Board found no further sum necessary as Lieutenant Ross has already drawn on the Regiment's agent for above £5,000. Encloses the Board's proceedings and other papers which contain all the information he can procure regarding the Regiment's accounts and the several charges against it.
