Full Description:
[Carleton] to Lord North. New York. Three letters. First letter - his actions following on from the loss of the 'Martha' transport. Encloses a copy of the surveyor's report on the condition of the 'Anna & Louisa' transport. Says there has been great neglect or iniquity in the person at home appointed to examine ships taken up for the public service. Second letter - covers matters relating to Nova Scotia and the provisioning of refugees and other Loyalists there and in the Bahamas. Third letter - news regarding the 'Bourbon' frigate, the 'Comte d'Artois' and the 'Beaver'; observations on the benefits of trade by Hudson's Bay being opened to the public; approval of the petition from the Convention to the General Assembly and the result of the election in Pennsylvania.
