Carleton to Lord North. New York. Two draft letters.
First letter: the disbandment of various regiments in Nova Scotia; the consequences arising from the irregularity and confusion in the accounts of the Royal Fencible Americans, the Nova Scotia Volunteers and the Orange Rangers; the current situation of other regiments, the men discharged in St Augustine and the garrison battalion in Bermuda.
Second letter: enclosing a copy of the proposal for the institution of a college in Nova Scotia, his observations thereon.
