Full Description:
Minder Feely [should be Veeley] to Carleton. New York. Memorial. That he has been allowed a small subsistence of four shillings a day since coming within British lines five years ago. Is now owed three months pay and on application has been told he can receive no more; is very advanced in years and unable to help himself otherwise. Prays an order to be paid the usual stipend.
