Full Description:
[Carleton] to Alexander Thomson. New York. Authority for him to receive and pay such warrants as may be issued for the subsistence and extraordinary expenses of the forces by Major-General Campbell who has been approved to command the King's forces on the eastern coast of the Atlantic on Carleton's leaving America. Revokes all former powers for issuing warrants from the arrival of Campbell in Halifax. Has directed the Deputy Paymaster-General to send by HMS Albacore £30,000 sterling, consigned to him [Thomson] for the supply of the military chest at Halifax.
