Full Description:
Phillips to General Sir Henry Clinton. Cambridge. Requests that Mr Clark be allowed to continue his commission for clothing of the troops for the reason given. The German system being different Clark has been asked to write to Major-General Reidesel on the subject. The officers 'live in anxious hope of forage money or some equal allowance' because their necesssary expenses are so great that it will be impossible for them to manage without assistance. He also refers to Mr Hayes the surgeon going to England and that one Surgeon-General is sufficient and Mr Wier will remain.
