Full Description:
Brigadier-General Francis McLean to Clinton. Halifax. He covers a variety of topics including the scarcity of fuel, both wood and coal, to see them through the coming winter and the steps he has taken to mitigate the situation; the shortage of timber resulting in the barracks being incomplete and his hopes to have the troops under cover of sorts by 15 November; the shortage of powder; the necessity issuing a temporary warrant for £4,000 to Captain Spry, the Chief Engineer to enable him to carry on the works and barracks ordered by General Massey. Mention is also made of Captain Charles Boyd and a Captain McDonald. There is a postscript regarding the 500 French and Rebel prisoners who were at Halifax.
