General William Howe. Proclaimation. New York. Offering a general pardon to every man and officer now bearing arms by force or otherwise, against the re-establishment of constitutional authority, if they surrender on or before 1 May 1777. Those who do are given the option to either be absorbed into His Majesty's forces or return home.
