Howe to Germain. Philadelphia. Number 89. Discusses how enemy's intended invasion of Canada has failed. Judges from the late proceedings of Congress relative to Burgoyne and the troops under the Convention of Saratoga, there is little doubt of a determination being taken to detain them even under the most frivolous pretences. Encloses copies of papers between himself, Burgoyne and others on the subject of his situation. Received copies of some late Resolutions of Congress relative to the Troops of the Convention and to prisoners in general.
