Full Description:
Milligan to Phillips. Charlottesville. Received previous correspondence. Discusses the demand made by the United States for supplying the the Convention Army, and objections made in previous letters which have by Congress been referred to a committee of that body, and reported on as being ill-founded and inadmissable. Congress directed their treasury to take immediate measures for obtaining payment of the accounts. Goes on to demand payment and acquaint with non-compliance. Hoping there will be no difficulties.
