Full Description:
Washington to Clinton. Headquarters. General Lincoln intends to meet General Phillips on the 12 September at Elizabeth Town, which will be perfectly agreeable to him. Shall direct his Commissary of Prisoners to be there at the same time, who will be instructed to execute with the Commissary on Clinton's part, an exchange of officers, prisoners of war, and those of an equal rank or composition, as far as the number in our hands will admit. To include also the officers of The Convention now on parole at New York or in Europe. Happy to receive answers to the propositions of 'the 26th'.
