Full Description:
Clinton to Germain. New York. Encloses a copy of a memorial presented to him by the officers commanding the British regiments. He mentions that he is sensible of the distress the officers of the army are exposed to, on account of the high prices of all the necessaries of life and the high premiums required by the merchants on their bills. Begs leave to request that Germain wil have the goodness to submit the prayer of the memorial to the King for his consideration.
