Full Description:
Haldimand to Clinton. Quebec. Communicating in detail his whole transaction with Vermont to the present date. Mentions how those in Vermont are industrious and successfully forming magazines and raising men to defend themselves, and how they have acknowledged a preference for Congress, provided they are admitted in alliance as a '14th' State. Also the situation with regard to the want of provisions.
