Full Description:
Clinton to Jenkinson. New York. Concerning the recruits belonging to the regiments in the West Indies who landed and Clinton observed, were exposed to many inconveniences and hardships for want of necessaries and clothing. Has submitted their case to a Board of General Officers who have in consequence reported their unanimous opinion, that the most useful way of employing these recruits in the present situation will be by drafting them into those regiments on this service which are not complete. Encloses copies of the different papers relating to this business.
