Full Description:
Robert Digby and Edmund Affleck to Clinton. Headquarters, New York. Resolved in Council. That it being their opinion that the ships of the line cannot remain in safety in that port any longer than the '20th instant', and that the enemy having no force in the Chesapeake are in all probability gone to the West Indies. Gives orders to reposition ships where it it though the enemy intend to attack.
