Full Description:
Dalrymple and Elliot to [Knox and Morris]. Elizabethtown. Proposition in answer to the two papers received. They are instructed to say that for reasons stated, Clinton cannot agree to pay any sum in liquidation of past accounts. Proposing an immediate exchange of prisoners in the order mentioned, and that any remainder should be ransomed on the terms expressed in the cartel subsisting between Great Britain and France. Also that in furture each party shall subsist their own prisoners at their own expense.
