Full Description:
Joshua Loring to Carleton. Memorandum. Listing Three points. Firstly. The exchange of prisoners to be made upon the usual principle of rank for rank as far as it applies and then by composition. Marked, Yes. Secondly. On the Americans refusal to exchange Lord Cornwallis and a reserve to be made of the highest rank of their officers remaining prisoners to them, equal to value by tariff. Thirdly. In case they should not have a sufficiency of American officers, to exchange the whole of their officers comprehended in the list received from Major Despard (Deputy Adjutant General), who are to remain unexchanged.
