Full Description:
Carleton to Major-General Patterson. New York. Discusses the importance of the post of Penobscot, at a time when there is information of a mediated attempt against it. Works to be constructed with a view to an establishment of greater consequence. Besides the defence of this year, could wish a plan be formed, that availing itself of all the natural strength of the post might be given its full force and importance and would be glad to know what number of troops such a plan would require. That establishment would comprehend the whole river if desireable.
