Full Description:
Commissioners Campbell and Elliot to Carleton. Tappan. Arrived on 'the 25th' and were met by General Heath and General Knox. Have informed by letter that the powers vested to Heath and Knox by Washington were of such a nature as to prevent their entering upon any business. They have likewise informed that they find our powers incompetent. Every object intended by their mission being frustrated. Enclosed are copies of their own and Washington's letter.
