Full Description:
Commissioners Heath and Knox to Commissioners Campbell and Elliot. Tappan. After having exchanged copies of each others respective powers, they are sorry to observe that those vested in Campbell and Elliot are incompetent to form that basis necessary to effect the purposes of their union, namely negotiating towards the exchange of prisoners. Heath and Knox mention that Campbell and Elliot have to pass over the subsistence of prisoners and liquidation of past accounts, which they feel are objects of great importance.
