Full Description:
William Vance to Carleton. New York. Petition. That with other refugees he had received a dollar a day. In December of last he sailed on a voyage to Halifax and was taken prisoner. On escaping and arriving in this city, he applied for usual pay but was told His Excellency's order would be necessary. Therefore begs to be re-established on the list.
