Full Description:
Major Charles Bauermeister to Carleton. New York. Report respecting the German prisoners of war detained in the American States contrary to their inclination. That on his arrival at Princetown with Carleton's letter to General Lincoln he was directed to Major Jackson. The answer given by the Major was that the engagements to the inhabitants were purely voluntary, that they can expect release only from the inhabitants. As to the measure iteself, Congress thinks itself justified in adopting it owing to the difficulties of exchange and the expences of the prisoners. That he proceeded to Philadelpha and received a similar answer from the governor of that State, with the addition that even if the inhabitants were willing to give up the prisoners, the consent of Congress would be necessary. The answer of President Boudinot [of Congress] was similar.
